Keep peppering her with arrows until she takes to the air, then prepare to dodge her aerial attacks.
Once Moder lands again, continue your barrage of fire arrows. Dodge behind rocks and trees when she breathes frost at you. Have healing and stamina potions at the ready, as this will be a battle of endurance. Moder has a large health pool, so defeating her will take patience.
